He uses EastLink to save time because he's always running late to work. By driving his car with a tag on a single toll section only, Tom gets the single section discount. So instead of costing 37 cents, it only costs him 30 cents.
The detail
For EastLink trips by cars with tags on weekdays that are limited to a single toll section anywhere south of Maroondah Highway (provided you only make one such trip within a one hour period), there’s a 20% single section discount. We will automatically reduce your toll by 20%.
The single section discount does not apply on weekends or public holidays. That’s because there’s a 20% discount for car trips on weekends and public holidays.

When using EastLink with a non-tag account
The car tolls and single section discount for cars outlined above also apply to non-tag accounts. Each trip on EastLink without a tag is charged an additional image processing fee (26 cents).
