What happens if you don't make arrangements to pay the toll
Failure to pay a Toll invoice or Overdue Notice may result in a fine ($141 for each day of unregistered travel).
IMPORTANT: If your tolling account is suspended and you have received a Toll Invoice or Overdue Notice for unregistered travel on EastLink, you need to top up your account AND pay the toll invoice or overdue notice separately. Reactivating your account by topping it up will not cover trips taken on EastLink while the account was suspended.
EastLink tolls apply to all trips made on EastLink from 12:01am on Sunday 27 July 2008.
If you travel on EastLink without a valid tag and in a vehicle that is not linked to a tolling account and without buying an EastLink trip pass within three days after your trip, we will send a Toll Invoice to the registered owner or driver of the vehicle. The Toll Invoice includes fees in addition to the toll.
If you do not pay the Toll Invoice by the due date, we will send you an Overdue Notice invoice. The Overdue Notice includes higher fees.

Failure to pay a Toll Invoice will result in a fine
We don't recommend you rely on Toll Invoices to pay for your trips on EastLink. They are just a safety net that provides a final opportunity to pay the toll before a fine.
Failure to pay the amount required by an Overdue Notice will result in Victoria Police issuing a fine (an infringement notice) to the vehicle's owner or driver. The cost of an infringement notice would be $141 for each day of unregistered travel on EastLink.
What to do if you receive a Toll Invoice
If you receive any Toll Invoice, you should follow the instructions included with the Toll Invoice, and pay the amount due to avoid incurring the higher cost of either an Overdue Notice or a fine.
If your tolling account is suspended and you have received a toll invoice or overdue notice for unregistered travel on EastLink, you need to top up your account AND pay the toll invoice or overdue notice separately. If you were not the driver of the vehicle at the time, there will be instructions included with the Toll Invoice that explain how to nominate the person who was the driver at the time of the trip on EastLink. The following form must be used:

Fees including toll administration fees
The following toll administration fees apply to Toll Invoices and Overdue Notices (valid from 1 July 2012 to 30 June 2013, including GST where applicable):
Toll Invoice Fee ($5.02) is payable when we send you a Toll Invoice for travel on EastLink without a tag, non-tag account or EastLink trip pass. This is payable in addition to the applicable toll and either the VicRoads Lookup Fee or Interstate Lookup Fee (as applicable).
Toll Invoice Fee ($10.05) is payable if you do not pay a Toll Invoice within 14 days and we send you an Overdue Notice for travel on EastLink without a tag, non-tag account or EastLink trip pass. This is payable in addition to the applicable toll and either the VicRoads Lookup Fee or Interstate Lookup Fee (as applicable).
VicRoads Lookup Fee ($1.54) is payable when we send you a Toll Invoice or Overdue Notice for travel on EastLink by a vehicle registered in Victoria without a tag, non-tag account or EastLink trip pass. This is payable in addition to the applicable toll and Toll Invoice Fee. A separate VicRoads Lookup Fee is charged for each day's travel on EastLink.
Interstate Lookup Fee ($4.77 for NSW, QLD, SA, WA & Other; $21.77 for TAS & ACT) is payable when we send you a Toll Invoice or Overdue Notice for travel on EastLink by a vehicle registered outside Victoria without a tag, non-tag account or EastLink trip pass. This is payable in addition to the applicable toll and Toll Invoice Fee. A separate Interstate Lookup Fee is charged for each day's travel on EastLink.
Example Toll Invoice
This section has been updated with the tolls that will apply from 1 July 2012.
A motorist makes a return journey in a car with Victorian licence plates through the EastLink tunnels, with the first trip through the Melba tunnel on Wednesday and the second trip in the reverse direction through the Mullum Mullum tunnel the following day (Thursday).
The motorist does not have a tag or non-tag account and does not buy any trip passes within three days after the first trip or second trip.
As a result, the motorist (being the registered owner of the car) receives a Toll Invoice covering both the trips with these charges (each charge shown inclusive of GST):
Toll Invoice Fee $5.02
Toll for the first trip $2.55
Toll for the second trip $2.55
VicRoads Lookup Fee (for Wednesday) $1.54
VicRoads Lookup Fee (for Thursday) $1.54
TOTAL COST $13.20*
*The total amount due may vary by a few cents due to the way GST is calculated. The toll invoice adds the GST exclusive amounts then calculates GST based on the total, rather than calculating GST for each individual item. Any difference is the result of rounding differences.
A tag would have saved $8.10
If the motorist had used a tag in this example the cost would only have been the tolls for the first and second trips (total of $5.10). A tag would have saved the motorist $8.10.
